The 2022 COPS exercise was developed using the 2016 version of the National Occupational Classification (NOC). The 2016 NOC has 500 occupations. However, many of these occupations are small in terms of employment. Such occupations were combined into broader groupings according to the specific tasks of each occupation. By grouping small occupations with similar tasks together, 293 occupational groupings were obtained. Although NOC already has a more recent version (2021), the model’s input data were only available in the 2016 version of the NOC at the time of the development of the projections.

In order to determine the expected outlook of an occupation, the magnitude of the difference between the projected total numbers of new job seekers and job openings over the whole projection period (2022-2031) is analyzed in conjunction with an assessment of labour market conditions in recent years. The intention is to determine if recent labour market conditions (surplus, balance or shortage) are expected to persist or change over the period 2022-2031. For instance, if the analysis of key labour market indicators suggests that the number of job seekers was insufficient to fill the job openings (a shortage of workers) in an occupational group in recent years, the projections are used to assess if this situation will continue over the projection period or if the occupation will move towards balanced conditions. It is important to note that COPS does not identify imbalances that may temporarily appear during specific years, unless they will persist over the longer run.

Over the 2019-2021 period, employment in this occupational grouping posted a modest growth. Employment fell slightly at the beginning of 2020 as pandemic related restrictions impacted the several sectors, but rebounded quickly, recording a solid growth in 2021 and sitting above pre-pandemic level. This was reflected in the unemployment rate, which increased in 2020 and dropped in 2021, but remaining above its pre-pandemic level. The number of job vacancies increase substantially in 2021. The increase in job vacancies outpaced that of employment, resulting in a strong job vacancy rate in 2021, significantly above the national average. Despite the decline in unemployment in 2021, the strong increase in job vacancies led to a decline in the number of unemployed workers to fill vacancies in 2021, to a ratio of about one, half of the national average. Overall, analysis of these and other key labour market indicators suggests that the demand exceeded substantially the supply in this occupational group over the 2019-2021 period. For this occupational group, this shortage was largely due rapid rising of labour demand as a result of the re-opening of hard-to-distance businesses.

Over the period 2022-2031, the number of job openings (arising from expansion demand and replacement demand) for Other mechanics and related repairers are expected to total 14,500, while the number of job seekers (arising from school leavers, immigration and mobility) is expected to total 18,600.

The projected number of job seekers is expected to substantially surpass the projected number of job openings, significantly enough to eliminate the shortage situation seen over the 2019-2021 period, returning this occupation to balance conditions over the 2022-2031 period. Retirements are expected to represent about 42% of job openings, a proportion that is slightly below than the average of all occupations (about 50% of job openings). Workers in this occupational group are slightly older than the average and tend to retire slightly later than those in other occupations, resulting in a retirement rate that is similar to the average rate for all occupations. Employment growth is projected to be about the same than the national average. As a result, job creation will represent about 43% of openings, a proportion that is similar to the occupations average (about 37% of openings). A large part of workers in this occupational grouping are concentrated in the repair, personal and household services, as mechanics and repairers. Once the industry has fully recovered from the pandemic, several factors will contribute to support additional growth in the industry moving forward. For example, as strong inflation and high interest rates are putting pressures on household budgets, this may encourage consumers to hold onto their vehicles and other major equipment for longer, driving demand for repair and maintenance services. Also, shifting attitudes toward reducing consumption, recycling and reusing items are gaining traction as younger generations are more concerned about climate change. Renewed growth anticipated in business investment related to commercial and industrial machinery and equipment (including electronic and precision equipment) is an additional factor expected to support demand for repair and maintenance services. Despite the high degree of labour-intensity characterizing the repair and maintenance industry, it is expected to post strong gains in productivity, as it will adopt innovative equipment and automation technologies. Repetitive or high-risk repair and maintenance activities can be increasingly performed by advanced robotics and artificial intelligence.

With regard to labour supply, over the projection period school leavers will be an important source of job seekers, notably through apprenticeship opportunities. New immigrants are expected to represent a limited part of potential labour supply, accounting for 11% of job seekers. Workers from other occupations will represent the main source of job seekers, accounting for almost half of them. A large part of them is expected to come from other type of mechanics.
